Audit

PURPOSE: In conjunction with the Treasurer, evaluate and report to the Executive Committee and the Board of Directors on the financial condition of the Association.
   
STRUCTURE: Secretary and four members at large.
   
CHAIRMAN: Designated by the President annually
   
TERM: Secretary - 1 year. Members at large - 2 years on a staggered rotating basis. Not more than two consecutive terms.
   
DUTIES:
  1. The committee shall meet quarterly to review the Association's financial condition. Minutes and reports of these quarterly meetings shall be forwarded to the Board with one copy placed on file at the WPRA Office.
  2. The committee shall audit the books for the following:
  1. Annual WPRA Conference
  2. All section workshops and seminars
  3. Section tours
  4. Other special programs and activities

Awards

PURPOSE: Honor individuals meeting the presented criteria for recognition of distinguished work performed in the leisure service field through the presentation of awards and publicizing the names of award recipients.
   
STRUCTURE: Five (5) most recent recipients of the Professional Award of Merit
   
CHAIRMAN: Award recipient serving in their second year of term. Award recipient serving their first year term will assume the responsibilities as the Committee Secretary.
   
TERM: Five (5) years on a staggered rotating basis
   
DUTIES:
  1. To develop a campaign to inform the members of the WPRA awards and to encourage nominations for these awards.
  2. Publicize other related award programs such as the Gold Medal Award, NRPA/GLRC Awards program, etc.
  3. To update nomination forms, programs, rules, procedures and brochures as required.
  4. To keep individual records of the members current as to years of service in the field.
  5. To keep accurate records of all recipients of WPRA awards.
  6. To select recipients, submit them to the WPRA Board for approval, notify them in advance of the conference, and make presentations of awards at the Annual Conference.
  7. To make arrangements with the Conference Coordinator for meals, rooms, etc., if required for award recipients.
  8.  To purchase necessary awards from a WPRA commercial member company, if possible, with WPRA's current logo intact.
  9. Submit press releases to appropriate publications for WPRA's primary award recipients.
  10. Submit a notice of award recipients to IMPACT magazine by November 15, for inclusion in the Winter issue.

Benefits of Park and Recreation

PURPOSE: To review and promote the "Benefits of Parks and Recreation" program for the State Association and membership agencies.
   
STRUCTURE: One member from the Park, Recreation and WTRS Sections, and members-at-large appointed by the President plus the Executive Vice-President.
   
CHAIRMAN: Appointed by the President
   
TERM: Two (2) years on a staggered and rotating basis. *Initial Committee term will all be for two years, and then staggered.
   
DUTIES:
  1. Review the NRPA Benefits of Parks and Recreation program and recommend strategies for implementation in Wisconsin.
  2. Determine marketing initiatives to promote the "Benefits" message within the State Association and membership agencies.
  3. Determine appropriate training sessions to educate members and non-members regarding the "Benefits" program.


Conference

PURPOSE: Plan and administer the Annual Conference. This is to be accomplished in conjunction with the Sections and is to be representative of all interests and disciplines within the Association. The principal focus of the committee is to provide members with quality educational programs and the opportunity to interact with park and recreation professionals from throughout the state.
   
STRUCTURE: Eight (8) at large members, the following year Conference Chair and the Executive Vice-President (ex-officio)
   
CHAIRMAN: Recommended by the President-Elect for the next year, approved by the Board of Directors
   
TERM: One (1) year
   
DUTIES:
  1. The Conference Chair shall appoint all committee positions noted in the Conference Policy Manual.
  2. Each WPRA Section will appoint a representative to serve on the educational program sub-committee for the Annual Conference. This sub-committee shall strive to provide programs on a variety of topics appropriate for all levels of employees.
  3. Preliminary plans for the conference should be presented to the Board of Directors for their approval no later than the February Board Meeting. This should include the exhibitor, registration and advertising fees, conference theme and special activities, as well as the advance exhibit fees for the next year, and a schedule that maximizes CEU opportunities.
  4. The Committee Chair shall submit to the Board of Directors a post conference evaluation summary no later than the January Board Meeting. Recommendations for the following year will be solicited from the Board. All suggestions shall be reviewed by the Conference Committee.
  5. The committee shall follow all financial and other policies as established in the Conference Policy Manual. Any recommended policy changes must be submitted to the Board of Directors for approval.
  6. The Conference Chair shall update the Board Liaison and Executive Vice-President after each committee meeting as to budget status and bring any budget revision requests to the WPRA Board for review and authorization.


IMPACT Magazine

PURPOSE: Responsible for the production of IMPACT magazine, the official publication of the WPRA. The magazine provides a statewide forum for research and discussion on needs and services of park, recreation and therapeutic recreation professionals, problems confronting the profession, and innovative programs and services. Articles are accepted by the committee based on the judgment of members that the material is germane to the topic of park, recreation and therapeutic recreation, and is relevant to the established format of the publication.
   
STRUCTURE: Ten (10) members consisting of six (6) members at large and one (1) member from all 4 sections with the Graphics Designer as an ex-officio member.
   
CHAIRMAN: Appointed by the President
   
TERM: Three (3) years on a staggered and rotating basis
   
DUTIES:
  1. To produce a quarterly magazine depicting information which represents the varied agencies and interests of the members of WPRA.
  2. Review content of the magazine maintaining an appropriate proportion of advertising, news and articles.
  3. Review advertising rates for IMPACT and make recommendations for changes to the Board when appropriate.
  4. Select and solicit materials and articles for IMPACT which represent the park, recreation and therapeutic recreation interests of WPRA members.
  5. Monitor outside requests for publication that are consistent with the above.
  6. The Editor or designee and the Executive Vice-President are responsible for proofing the typeset copy within agreed deadlines.
  7. The Editor or Graphics Designer should communicate with the WPRA Office when additional space is available to promote upcoming WPRA events.
  8. Work with the Executive Vice-President to solicit and review quotations for the printing, graphic design, and advertising solicitation of IMPACT magazine for the following year. Submit recommendations for review and approval by the Board of Directors at the September Board meeting.

Legislative

PURPOSE: Develop, administer and implement an effective plan for monitoring Federal and State legislation and administrative policies as they relate to public issues of concern and impact on parks, recreation, community education and other leisure service fields.
   
STRUCTURE: A minimum of two representatives from each WPRA regional organization
   
CHAIRMAN: Appointed by the President
   
TERM: Two (2) years on a staggered and rotating basis.
   
DUTIES:
  1. Administer the legislative hotline system when action is required.
  2. The Chairman, President, and Executive Vice-President will monitor and analyze State and Federal legislative issues affecting the leisure services field and request input from the committee when timely.
  3. Represent the WPRA position at public hearings and inform the membership of these public hearing appearances.
  4. Keep the Association membership informed of legislation being acted upon which affects the leisure services field through "IMPACT" and "PRMonthly".
  5. Recommend a Legislative Agenda to the Board of Directors (by the September meeting) and the membership for their approval. Coordinate printing and distribution with the WPRA Office.
  6. Review accomplishments of local, state and national legislators each year and recommend to the WPRA Board appropriate award(s).

Membership

PURPOSE: To plan, coordinate and conduct a continuous membership recruitment campaign aimed at all disciplines within the leisure services field including lay supporters.
   
STRUCTURE: Ten (10) members consisting of the four (4) Regional Representative from the Board of Directors, one (1) member from all 4 sections, and two (2) members at large.
   
CHAIRMAN: Appointed by the President
   
TERM: Three (3) years on a staggered rotating basis.
   
DUTIES:
  1. Monitor WPRA's membership recruitment and retention plan annually. Any proposed changes should be submitted to the Board for approval.
  2. As WPRA is an affiliate of the NRPA, the committee should strive to recruit members for the National Recreation and Park Association whenever possible.
  3. Membership Chairman shall insure that the tasks of Membership Recruitment and Retention Plan are fulfilled.

Nominations

PURPOSE: Prepare a slate of candidates containing at least two nominations for each vacant office and submit the list of candidates to the voting membership. Specific direction and responsibilities for this committee are defined in the By-Laws of the Association.
   
STRUCTURE: Three most immediate Past Presidents
   
CHAIRMAN: Immediate Past President
   
TERM: Three (3) years on a staggered and rotating basis.
   
DUTIES:
  1. Solicit and evaluate a slate of candidates for President-Elect and the appropriate two Regional Representatives as per WPRA's By-laws.
  2. Monitor the terms of the Great Lakes Regional Council Representatives and provide candidates for appropriate positions as needed.
  3. Provide a full slate of candidates to the Board for approval at the September meeting.
  4. Provide a candidate profile to the WPRA Office for each position by September 1 for inclusion with the official ballot sent by October 1.
  5. Count the ballots and notify all candidates of the results on the Monday preceding the Annual Conference.

Past President's Resource

PURPOSE: Serve in an advisory capacity on issues referred by the President or Executive Vice-President and on issues of concern to the committee. The committee will serve as a link to the past and provide the President and Board of Directors the opportunity to tap into the experience of past Association leadership.

DUTIES:
  1. Meet at the Summer Park Tour and Annual Conference or at the request of the President to discuss issues of current concern to the Association.

WPRA Foundation

PURPOSE: Fifteen (15) members of which not less than nine (9) shall be certified members in good standing in the Wisconsin Park & Recreation Association.
